The purpose of the Preserve Access to Rapid Ambulance Emergency Medical Treatment Act of 2025, also known as the PARA-EMT Act, is to address and alleviate the ongoing shortage of emergency medical technicians (EMTs) and paramedics in the United States. This shortage has been a growing issue for over a decade and has worsened due to the COVID-19 pandemic, which has increased demand for emergency services while also contributing to burnout and turnover among existing personnel.
