The purpose of this legislation, known as the Championing Local Efforts to Advance Resilience Act of 2025 (CLEAR Act), is to provide financial support to States, territories, and Indian tribes for establishing and maintaining local resiliency offices. These offices are intended to help communities prepare for and respond to challenges posed by extreme weather and other risks. Key provisions of the Act include the authorization for the Secretary of Housing and Urban Development to grant funds to eligible entities.
