The Clear Communication for Veterans Claims Act of 2025 aims to improve the clarity and efficiency of communication between the Department of Veterans Affairs (VA) and veterans applying for benefits. The main objective is to ensure that the notice letters sent to claimants are easier to understand and more environmentally friendly, reducing paper use and costs. To achieve this, the Act requires the Secretary of Veterans Affairs to enter into an agreement with a federally funded research and development center.
