The purpose of this legislation, known as the Veterans Full-Service Care and Access Act of 2025, is to ensure that veterans living in the contiguous United States have access to essential medical services. Specifically, it mandates that each of the 48 contiguous states must have at least one full-service hospital operated by the Veterans Health Administration (VHA) available for veterans. If a full-service hospital is not available, veterans should be able to receive comparable medical services through contracts with other healthcare providers in the state.
